Fred J. Carter was born on March 6, 1932 in Hampton, Virginia to Joseph Carter and Annie Carter. He attended Hampton’s public schools.
After his education, Fred started his life journey by joining the United States Air Force. There he served his country proudly for 20 years before retiring as a Technical Sergeant. While enlisted, He met the love of his life, Elizabeth Wilson and was united in Holy Matrimony on July 11, 1955 in Anchorage, Alaska. To this union a child was born and a son adopted.
After retiring Honorably from the Air Force, Fred had an opportunity to work for the City of Austin by ensuring the Electrical Power Plants (Seaholm, Decker Creek & Holly) ran smoothly and continued to distribute electricity to the Austin residents. After 20 years of working for the City of Austin, Fred retired from working and lived out the rest of his life enjoying his family and friends.
He was preceded in death by his father, mother, wife, and son Earnest E. Carter.
On February 4, 2020 he answered the Master’s call peacefully.
He leaves to cherish his memory, a daughter, Hazel Hall; three grandchildren, Jasmine Turngren, Jocalyn Jones, and Shatara Stevenson; two great grandchildren, Jada Turngrin and Michael Jones, and a host of relatives and friends.
