Frank was born in Austin, Texas on February 28, 1948 to Sarah Alice Toles and Frank Lewis, Sr. He attended school in the Austin Independent School District at Blackshear Elementary, Kealing Jr. High and the Original L. C. Anderson High. He was baptized at an early age at Greater Mt. Zion Baptist Church by Rev. J. H. Washington.
Frank enlisted in the United States Air Force where he served two tours in South Korea.
After his military service he lived in Los Angeles and Houston for several years. He worked for the State of Texas and recently at the Federal Courthouse before his illness. His favorite past-time was eating at Galloway's Cafe and watching the Dallas Cowboys.
Frank is survived by two sons, Michael Lewis of Los Angeles and Franco Lewis of Houston, Texas; seven siblings: Marva Lewis, Frederic Lewis, Sr., Keith Lewis, Paula Cross, Billy Cross, James Cross and Mark Cross; a special friend, Joyce Roland. His grandchildren, nieces and nephews also mourn in his homegoing.
